Rescue for Alcoa smelter but jobs to go

A federal/Victorian government rescue package of more than $40 million will keep Alcoa's Victorian smelter open for at least another two years, but the company says dozens of jobs will go.

The company will receive $40 million in commonwealth funding and an unspecified amount from the state government to make its struggling Point Henry site - which employs about 600 people - more efficient.

Alcoa Australia chairman Alan Cransberg announced the news on Friday after a three-month review of the Victorian operation, saying he was optimistic about the smelter's future.

But he said about 60 jobs were likely to be lost and the company would seek voluntary redundancies soon.

'There are some tough times ahead, we still have some difficult things we need to do, but we're very confident of running this plant at least until 2014, and over that period making sure that we can create a future for it beyond 2014,' he told reporters.

Mr Cransberg said the company had poured hundreds of millions of dollars into the smelter in recent years only to suffer 'unsustainable losses', and changes were needed in its production, supply chain and management.

Federal Innovation Minister Greg Combet said the rescue package required Alcoa to invest in better productivity, keep the smelter open until at least July 2014 and maintain production levels.

'We want to work together to ensure that this smelter achieves ongoing viability, because it will ensure the future of almost 600 direct jobs and hundreds if not thousands of others in the region,' he said.

Victorian Premier Ted Baillieu said the government had a policy of not revealing how much money it committed to prop up industries. The state had made a 'modest contribution' to Alcoa and pledged an additional $4 million to an industry fund for contractors and suppliers in the region who work with the company.

'This is very much a part of this region, a part of Geelong and a part of Victoria, and we do want to see Alcoa flourish,' he said.

Unions said the announcement was a huge relief for workers.

Australian Manufacturing Workers Union (AMWU) national organiser Liam O'Brien said workers were productive, but they could cope with job cuts.

'We've seen job losses over the last decade. Twenty years ago there were 1000 people working here producing a lot less aluminum than we are today. We are a very productive workforce,' he said.

The Australian Workers Union (AWU) national secretary Paul Howes said it was an important turning point for Point Henry and hopefully set the smelter on a path towards long-term sustainability.

Bill Guinane, a maintenance manager who's worked at the plant for 10 years, said the announcement would ease many workers' worries.

'People have been anxious,' he said.

'Now there's an opportunity to move forward and set the place up for the future.'

Drink ros?! | Food and More with John Kessler

You know when a felicitous wine-and-food pairing just sneaks up on you? You?re eating something mindlessly, then you take a swig of whatever?s in your glass, you stop dead in your tracks. Wow. Food wine both suddenly taste so much better thanks to the presence of the other.

This happens to me all the time when I?m drinking ros?.

I remember being in a tapas bar eating Spanish ham with my fingers and polishing off a bottle of ros? with a friend, and thinking it was the best thing I?ve ever eaten.

I also remember having a nicoise salad with briny black olives, a too-generous glug of olive oil over the tuna and red, red summer tomatoes. That glass of ros? on the side? Etched in my brain as the ideal mate.

And then the other week, I was eating hot chicken at One Eared Stag ? chef Robert Phalen?s answer to the great specialty of Prince?s Hot Chicken Shack in Nashville. It was a fried thigh caked in cayenne that gave its crispy skin the red under-glow of hennaed hair. It came piled on top of a piece of spongy white bread and topped with a few slivers of bread-and-butter pickle.

Once I turned my attention from this chicken to my glass of Chateau de Lancyre Ros?, I saw stars.

You should know this: ros? wines are essentially white wines made from red or black grapes. After the crush, the skins are left in contact with the juice for a couple, three days, imparting a pink color. In most cases the grapes are grown and picked for ros?s, but sometimes the wine is produced as a by-product of red wine production; some of the pink-tinged juice is drained off early to give the rest of the juice longer contact with the skins.

You should also know this: A lot of bad ros?s may turn you off the color pink for life. And I?m not just talking about mom?s white zinfandel.

Ros?s are best in the first year after production, when the fruit flavors are bright and appealing. But stores often sell older vintages that take on candy-like flavors. Some take on a flavor that reminds me of circus peanuts ? those big, orange chews that we ate as kids when the good candy was gone.

I also get the impression that a lot of winemakers who usually focus on red wines like to try their hands at making a ros? of their signature varietal, be it pinot noir or cabernet sauvignon. These wines often lack that steel edge of summer freshness ? the strawberry that cuts like a knife ? that make ros?s such an amazing match for salty food.

For that is the secret to ros?s: they love salt. If they have strawberry, raspberry or cherry flavors lurking in the background, these only become more pronounced when you combine them with a bite of cured ham, or an olive, or a crumbling slice of dry sheep?s cheese, like manchego. It?s like salting melon.

These salty foods can make your tongue shrivel at first contact, like skin in ocean water. But they often have a caressing flavor of fat just waiting to make your tongue happy. Ros?s, which have a touch of creaminess in their best iterations, give that fat a tug.

Of course, there?s a part of the world where the food is salty, the sunshine bright and the ros? flows like a river. If you want to taste what ros? is about, look to the Mediterranean.

I?ve tried plenty of tasty, thirst-quenching ros?s from Spain and Italy, but it?s the southern French ones that made me so mad for these wines. Here are a few that I often see in the stores where I shop. (And when I Googled them alongside the word ?Atlanta, ? I pulled up some stories from The Atlanta Journal-Constitution?s wine writer, Gil Kulers. So I know I?m in good company.)

Domaine de Nizas Ros?

Years ago we rented a house for a week right around the corner in the village of Nizas in the Languedoc region of France. So I?m biased by travel memories. But I do love this ros?, which always has a round, lightly creamy balance and long finish. It?s an elegant ros? that I wouldn?t hesitate to serve at dinner or before. It?s a great friend to big platters of cured meats and cheeses. It unfortunately gets a little more expensive each year, now averaging about $15 a bottle.

Parallele 45 Ros?

This wine from the Cotes du Rhone is a companion to the reliable red wine under the same label from Domaines Paul Jaboulet Aine. It?s a little sharper and a little pinker than the Nizas. It?s really good with goat cheese. The $10 price makes it better for everyday drinking.

Domaine Houchart Ros?

Can I admit that I like this ros? mostly for its pretty label and screw top? It?s a nice wine to bring out before dinner, or when someone drops by and you want to sit on the patio with a bottle and a bowl of popcorn. It?s a little more astringent, but has a nice flavor that reminds me of the dried strawberries you get in Special K cereal and a long finish. It?s a fun wine, and it?s only about $12.

Chateau d?Esclans Whispering Angel

This wine is the picture of ros? elegance. Its pale pink color belies its full flavor, creamy body, sharp acidity and well-structured flavor. It?s expensive (about $18) and serves as an entry-level wine to some of the terrific, pricey ros?s from this producer. I like to serve it with, well, anything. It brings out the best in all the summer food I like.

The Consumer: Combating Acid Reflux May Bring Host of Ills

The first time Jolene Rudell fainted, she assumed that the stress of being in medical school had gotten to her. Then, two weeks later, she lost consciousness again.

Blood tests showed Ms. Rudell?s red blood cell count and iron level were dangerously low. But she is a hearty eater (and a carnivore), and her physician pointed to another possible culprit: a popular drug used by millions of Americans like Ms. Rudell to prevent gastroesophageal acid reflux, or severe heartburn.

Long-term use of the drugs, called proton pump inhibitors, or P.P.I.?s, can make it difficult to absorb some nutrients. Ms. Rudell, 33, has been taking these medications on and off for nearly a decade. Her doctor treated her anemia with high doses of iron, and recommended she try to manage without a P.P.I., but that?s been difficult, she said. ?I?m hoping I?ll get off the P.P.I. after I complete my residency training,? she said, ?but that?s still several years away.?

As many as four in 10 Americans have symptoms of gastroesophageal reflux disease, or GERD, and many depend on P.P.I.?s like Prilosec, Prevacid and Nexium to reduce stomach acid. These are the third highest-selling class of drugs in the United States, after antipsychotics and statins, with more than 100 million prescriptions and $13.9 billion in sales in 2010, in addition to over-the-counter sales.

But in recent years, the Food and Drug Administration has issued numerous warnings about P.P.I.?s, saying long-term use and high doses have been associated with an increased risk of bone fractures and infection with a bacterium called Clostridium difficile that can be especially dangerous to elderly patients. In a recent paper, experts recommended that older adults use the drugs only ?for the shortest duration possible.?

Studies have shown long-term P.P.I. use may reduce the absorption of important nutrients, vitamins and minerals, including magnesium, calcium and vitamin B12, and might reduce the effectiveness of other medications, with the F.D.A. warning that taking Prilosec together with the anticlotting agent clopidogrel (Plavix) can weaken the protective effect (of clopidogrel) for heart patients.

Other research has found that people taking P.P.I.?s are at increased risk of developing pneumonia; one study even linked use of the drug to weight gain.

Drug company officials dismiss such reports, saying that they do not prove the P.P.I.?s are the cause of the problems and that many P.P.I. users are older adults who are susceptible to infections and more likely to sustain fractures and have nutritional deficits.

But while using the drugs for short periods may not be problematic, they tend to breed dependency, experts say, leading patients to take them for far longer than the recommended 8 to 12 weeks; some stay on them for life. Many hospitals have been starting patients on P.P.I.?s as a matter of routine, to prevent stress ulcers, then discharging them with instructions to continue the medication at home. Dr. Charlie Baum, head of U.S. Medical Affairs for Takeda Pharmaceuticals North America Inc., said its P.P.I. Dexilant is safe when used according to the prescribed indication of up to six months for maintenance, though many physicians prescribe it for longer.

?Studies have shown that once you?re on them, it?s hard to stop taking them,? said Dr. Shoshana J. Herzig of Beth Israel Deaconess Medical Center in Boston. ?It?s almost like an addiction.?

P.P.I.?s work by blocking the production of acid in the stomach, but the body reacts by overcompensating and, she said, ?revving up production? of acid-making cells. ?You get excess growth of those cells in the stomach, so when you unblock production, you have more of the acid-making machinery,? she said.

Moreover, proton pump inhibitors have not been the wonder drugs that experts had hoped for. More widespread treatment of GERD has not reduced the incidence of esophageal cancers. Squamous cell carcinoma, which is associated with smoking, has declined, but esophageal adenocarcinomas, which are associated with GERD, have increased 350 percent since 1970.

?When people take P.P.I.?s, they haven?t cured the problem of reflux,? said Dr. Joseph Stubbs, an internist in Albany, Ga., and a former president of the American College of Physicians. ?They?ve just controlled the symptoms.?

And P.P.I.?s provide a way for people to avoid making difficult lifestyle changes, like losing weight or cutting out the foods that cause heartburn, he said. ?People have found, ?I can keep eating what I want to eat, and take this and I?m doing fine,??? he said. ?We?re starting to see that if you do that, you can run into some risky side effects.?

Many patients may be on the drugs for no good medical reason, at huge cost to the health care system, said Dr. Joel J. Heidelbaugh, a family medicine doctor in Ann Arbor, Mich. When he reviewed medical records of almost 1,000 patients on P.P.I.?s at an outpatient Veterans Affairs clinic in Ann Arbor, he found that only one-third had a diagnosis that justified the drugs. The others seemed to have been given the medications ?just in case.?

?We put people on P.P.I.?s, and we ignore the fact that we were designed to have acid in our stomach,? said Dr. Greg Plotnikoff, a physician who specializes in integrative therapy at the Penny George Institute for Health and Healing in Minneapolis.

Stomach acid is needed to break down food and absorb nutrients, he said, as well as for proper functioning of the gallbladder and pancreas. Long-term of use of P.P.I.?s may interfere with these processes, he noted. And suppression of stomach acid, which kills bacteria and other microbes, may make people more susceptible to infections, like C. difficile.

Taking P.P.I.?s, Dr. Plotnikoff said, ?changes the ecology of the gut and actually allows overgrowth of some things that normally would be kept under control.?

Stomach acid also stimulates coughing, which helps clear the lungs. Some experts think this is why some patients, especially those who are frail and elderly, face an increased risk of pneumonia if they take P.P.I.?s.

But many leading gastroenterologists are convinced that the benefits of the drugs outweigh their risks. They say the drugs prevent serious complications of GERD, like esophageal and stomach ulcers and peptic strictures, which occur when inflammations causes the lower end of the esophagus to narrow.

The studies that detected higher risks among patients on P.P.I.?s ?are statistical analyses of very large patient populations. But how does that relate to you, as one person taking the drug?? said Dr. Donald O. Castell, director of esophageal disorders at the Medical University of South Carolina and an author of the American College of Gastroenterology?s practice guidelines for GERD, who has financial relationships with drug companies that make P.P.I.?s. He added, ?You don?t want to throw the baby out with the bathwater.?

Most physicians think that GERD is a side effect of the obesity epidemic, and that lifestyle changes could ameliorate heartburn for many.

?If we took 100 people with reflux and got them to rigidly follow the lifestyle recommendations, 90 wouldn?t need any medication,? Dr. Castell said. ?But good luck getting them to do that.?

It?s little wonder that Asus triumphs across so many PC hardware categories: The company never quite knows when to quit. We?ve seen this on its Editors? Choice?winning motherboards of the past, such as the P9X79 Deluxe (for Sandy Bridge?Extreme processors), and we?re seeing it again now with the latest honoree, the P8Z77-V Deluxe. It may be a tad on the expensive side (it runs $284.99 list), but it offers a broad, forward-thinking feature set that other similarly priced LGA1155 motherboards have trouble matching. You can find boards with still more bling if you really want them, but the blend offered with the P8Z77-V Deluxe is impossible to beat at this price.

Based on the full-size ATX form factor, the P8Z77-V Deluxe can accept processors from both the current third-generation Core (aka ?Ivy Bridge?) and second-generation (?Sandy Bridge?) families, providing slightly more versatility than Intel usually allows. The motherboard also utilizes Intel?s Z77 Express chipset?the most powerful of those in the company?s mainstream line?which gives you the ability to overclock the CPU and even specify a solid-state drive (SSD) for use in data caching with Intel?s Smart Response Technology, or SRT. (We covered SRT in greater detail in our review of the Intel SSD 311 Series.)

As you might expect, the P8Z77-V Deluxe offers a considerable amount in terms of hardware and connectivity options. Starting with video, it has two display outputs, HDMI (for maximum resolutions of 1,920 by 1,2020) and DisplayPort (2,560 by 1,600), for use with the processors? integrated graphics systems. If you prefer to go the discrete route (which we always recommend), there are three PCI Express (PCIe) version 3.0 x16 slots; one always operates at x4, but you can use the others as either a single x16 or two x8s. LucidLogix?s Virtu MVP technology will switch dynamically between on-chip video and your discrete card if both are present. (Four PCIe x1 slots complete the expansion slot lineup.)

Four memory slots on the P8Z77-V Deluxe support up to 32GB of dual-channel DDR3 1600 RAM (or DDR3 2800 when overclocked). On the Intel storage controller you can connect four 3Gbps SATA II drives and two 6Gbps SATA drives (using RAID Levels 0, 1, 5, and 10); a secondary Marvell PCIe 9128 controller drives two additional SATA III ports. (The two eSATA ports work by way of yet another controller, from ASMedia.)

Joining the HDMI, DisplayPort, and eSATA ports on the P8Z77-V Deluxe?s rear panel are four USB 2.0 ports, four USB 3.0 ports, two Gigabit Ethernet jacks (one Intel 82579V, one RealTek 8111F), optical S/PDIF out, and six analog ports (controlled by the RealTek ALC898 chipset) for setting up an eight-channel surround-sound system. Finally, a button flashes back to the motherboard?s default BIOS, so you can make changes without fear you won?t be able to get the system to boot again).

Should you still be hungry for these types of ports, headers on the motherboard make it possible to add up to six more: two USB 3.0 and four USB 2.0. There?s also a header for an even more interesting kind: Thunderbolt. This lets you add the ultra-fast transfer technology later, and only if you want; Asus also offers the port itself on its (considerably more expensive) P8Z77-V Premium.

Don?t worry about wireless capabilities on the P8Z77-V Deluxe, either. Plug in the included Wi-Fi GO! card, and your system will also have 802.11a/b/g/n Wi-Fi (supporting both 2.4GHz and 5GHz) and Bluetooth 4.0. (Antennas for both come in the box.) With the included Wi-Fi Go! software you have easy access to the other systems and DLNA-compliant devices on your home network, so you can listen to music and view videos and use a Remote Desktop program to control your computer from anywhere (even your Android or iOS smartphone or tablet).

Asus provides plenty of additional extras as well. Two Q connectors ease some of the frustration of hooking up your case?s front-panel wiring or USB ports by letting you do more of the precision work outside the case first. Then there are the design features the motherboard boasts: Smart Digi+, which gives you finer-grain control over voltage regulation of key components (the CPU, integrated graphics, and RAM) when overclocking, as well as automated power saving and 20-phase power design for the CPU and graphics and two-phase power design for the RAM (all utility-controlled). The on-disc software library is also extensive, with a hefty selection of overclocking and BIOS utilities, as well as helpful tools like USB 3.0 Boost for increasing transfer speeds by tailoring USB 3.0 ports? performance to the devices you connect to them. Asus? graphical UEFI remains one of the best on the motherboard market, with both normal and advanced modes that give you just the access you need to system-tweaking features.

Although most similarly priced motherboards that use the same chipset deliver roughly equivalent performance, in our tests the Z77H2-AX routinely came out near the upper end of the scale. When using a Core i7-3770K, our test system turned in the best results we saw in our Adobe Photoshop CS5 (2 minutes 46 seconds), CineBench R11.5 (7.57 for all CPU cores, 1.66 for just one), Futuremark PCMark 7 (3,893), Geekbench 2.2.7 (16,260), POV-Ray 3.7 RC5 (3 minutes 12 seconds with all cores active, 13 minutes 54 seconds with only one working), and data rates of 230MBps in TrueCrypt 7.1a.

In terms of power usage, the Z77H2-AX was not the leanest Ivy Bridge motherboard we?ve yet tested?all things considered, that?s the Intel Desktop Board DZ77GA-70K. As measured with an Extech Datalogger, it finished second highest when idling (77.6 watts, behind the 85 watts of the ECS Z77H2-AX) and second lowest under full load (138.9 watts, just above the Intel?s 136.3 watts).

The ECS Z77H2-AX wins in the looks department; its gorgeous gold plated elements make it look more adult than the Asus? P8Z77-V Deluxe?s blue, white, and black, and the ECS offers a couple of features the Asus doesn?t (dual full-speed PCIe x16 slots and a Mini PCIe jack). It?s also weighed down by a noticeably higher price ($309.99 list), somewhat lower ease of use, and eye-poppingly higher power usage.? For those reasons the P8Z77-V Deluxe is our Editors? Choice; it?s definitely the best all-around board you can currently get for the foundation of your LGA1155 system.

Deadly Pandemic Bird Flu Details Finally Are Made Public

Ten ferrets, some bird flu and swabs. That is all, according to a presentation last summer, one needs to concoct a virulent strain of influenza that could start a deadly pandemic among humans.

These initial findings were presented last September in Malta at the European Scientific Working group on Influenza meeting to an auditorium packed with fellow scientists and policy makers. Ron Fouchier, a virologist at the Erasmus Medical Center in Rotterdam, himself a bit sniffly at the time, calmly explained that he and his team had discovered that without the help of another virus, the deadly avian flu (H5N1) could easily mutate in mammals to become transmissible through the air, like a true pandemic strain, through a sneeze or a cough. And it might need as few as five mutations to make that leap.

The findings took time to gain attention wider public attention, but when research manuscripts describing the specific mutations that the virus underwent were submitted to scientific journals, many scientists and commentators protested, suggesting such information could be used by bioterrorists to manufacture a pandemic flu strain. But after extensive review by researchers, journal editors and even the National Science Advisory Board for Biosecurity, a decision was finally made to take the papers public.

Today in Science, the full paper on the ferret experiment is being published and made freely available online in its entirety. This publication follows the May release of a similar H5N1 study in Nature. A second Science study published online June 21 assesses the likelihood that these mutations will occur in nature and spur a pandemic in humans. Today's paper is published alongside eight essays explaining some of the risks and benefits of this sort of research.

The upshot is further evidence that this deadly bird flu spreading to humans "is absolutely in the realm of possibility," Derek Smith, of the University of Cambridge, who co-authored the separate, second Science paper said at a Wednesday press briefing. "We see no fundamental hurdle to that happening."

H5N1 has already been found in some 20 mammalian species, including dogs, cats, humans and the dreaded virus reservoir, pigs, Fouchier noted at the briefing. About 600 human deaths have been confirmed in the past 15 years as being caused by this infection, acquired directly from birds. (The mortality rate among humans has been reported at a scary 60 percent, but this is likely an overestimate because non-lethal cases are probably not reported as often, Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, and Francis Collins, director of the National Institutes of Health, noted in an essay in the same issue of Science)

"Whether this virus may acquire the ability to be transmitted via aerosols or respiratory droplets among mammals, including humans, to trigger a future pandemic is a key question for pandemic preparedness," Fouchier and his colleagues wrote in their paper.

The researchers started with a strain called influenza virus A/Indonesia/5/2005, which has infected and killed a number of humans. They first changed three proteins to make it more compatible with mammals' tissues and body temperature. And then they introduced it into the nose of a ferret.

Ferrets are the best model we have for studying influenza?they are similarly susceptible to it and can spread it by sneezing?and have been used to study the infection since the 1930s. But that does not mean that they are a perfect flu foil for humans. "An H5N1 virus strictly adapted for ferret transmissibility may not be entirely relevant to humans," Fauci and Collins wrote in their essay.

A US attorney is seeking to return a 70-million-year old dinosaur skeleton to the Mongolian government, who claims it was sneaked out of the country.?

The skeleton of a Tyrannosaurus bataar - a smaller Asian cousin of the Tyrannosaurus rex - has been the subject of a months-long legal battle and is now being sought by Manhattan U.S. Attorney Preet Bharara, who announced the federal government's lawsuit on Monday.

Bharara seeks the forfeiture of the skeleton from Heritage Auctions of Texas, the auction company that sold it for more than $1 million last month to an undisclosed buyer, Bharara said in a statement. He vowed to return the skeleton to Mongolia, where it was originally "looted from the Gobi Desert."

"A piece of the country's natural history was stolen with it, and we look forward to returning it to its rightful place," Bharara said.

Mongolia's President Tsakhia Elbegdorj thanked U.S. authorities for stepping into the dispute, saying in a statement "an important piece of the cultural heritage of the Mongolian people" had been recovered.

The first ?T. bataar?skeleton was discovered in 1946 during a joint Soviet-Mongolian expedition to the Gobi Desert in the Omnogovi Province, Bharara said. Since 1924, Mongolia has enacted laws declaring dinosaur fossils to be the property of the government, criminalizing their export.

Last month, Dallas-based Heritage Auctions agreed to help the Mongolian government investigate the ownership of the skeleton, which was auctioned in New York in May. A state district judge in Dallas granted the Mongolian government a temporary restraining order to prevent the transfer of ownership until it was determined whether it was illegally obtained from Mongolia.

On June 5, at the request of Mongolia's president, several paleontologists specializing in the species examined the skeleton and concluded it was a Tyrannosaurus bataar unearthed from the western Gobi Desert in Mongolia between 1995 and 2005.

Patriots coach Bill Belichick puts early pressure on players

Editor's note: As off-season work across the league winds down, the focus is shifting to the steamy summer workouts ahead. The countdown to training camp has begun.

The Patriots' aggressive free agents signings - Jonathan Fanene, Trevor Scott, Brandon Lloyd, Steve Gregory and several others - and a draft that added some needed defensive contributors, give New England a deep roster.

During organized team activities and minicamp, Bill Belichick began the task of crafting that roster into a team, and according to his quarterback, he put pressure on his players early and often.

?We?ve done a lot of installation and there?s been a lot of stuff thrown at the players, so mentally, probably more than our level of comfort,? Tom Brady said. ?I think coach has really put the pressure on us to see how much we?re retaining from week to week, so guys have worked hard at it. ... You can really see the team you?re going to be, see the level of competition, the level of focus, the level of concentration.?

What?s new: Offense

In terms of scheme, there's not much change. Bill O?Brien left for Penn State and Josh McDaniels returned as offensive coordinator, but the general premise remains the same, and Tom Brady is still the quarterback. After three seasons away in Denver and St. Louis, McDaniels brings some new wrinkles and a fondness for screen passes. In terms of personnel, the receiver group has gotten a big addition in Brandon Lloyd, who had success with McDaniels with the Broncos and Rams. Lloyd looked like he was fitting in quickly with the Pats during OTAs and minicamp. Jabar Gaffney and Donte' Stallworth, players Brady trusts and know the offense (unlike since-released Chad Ochocinco), have been brought back as well.

What?s new: Defense

The Patriots began the 2011 season with a shift to a base 4-3 defense - no small thing for Belichick, who had long been associated with the 3-4. But Belichick intimated during draft weekend this year that as NFL offenses become more spread out, he felt change was needed, and it looks like New England will be sticking with a base 4-3. The team drafted pass rushers in Chandler Jones and Jake Bequette, and signed Scott away from Oakland. Scott made a big impression during off-season workouts. All three players are similar physically (tall, athletic and around 270 pounds), and are tangible evidence that the biggest issue for this defense in recent seasons - pressuring the quarterback - is getting needed attention.

Camp goals

1. Determine the corners. The oft-maligned secondary should be improved this season. Ras-I Dowling, who started the first two games of his career before missing the rest of the season with a hip injury, is back. The Patriots also drafted Alfonzo Dennard and signed veteran Will Allen. They join Devin McCourty and Kyle Arrington. Belichick would like to move McCourty to safety (which also is a suddenly crowded position), but he'll likely stay at cornerback until concerns about the others at the position are answered.

2. Setting the offensive line. Matt Light retired, which wasn't a surprise. The Patriots drafted Nate Solder in 2010 to eventually become Light?s successor at left tackle. Though Brian Waters (excused for personal reasons) wasn?t with the team at minicamp, he is expected back at right guard. Left guard Logan Mankins is rehabbing a torn ACL suffered in the Super Bowl, and right tackle Sebastian Vollmer had a back procedure, so things elsewhere on the line aren?t as settled. The center job is Dan Connolly?s to lose, unless the Patriots think he?s the best option at left guard until Mankins is healthy. In that case, Dan Koppen play center. Marcus Cannon is probably the best option until Vollmer is 100 percent.

3. Sorting out the running backs. New England has gone with a committee approach for several years, and that likely won't change. BenJarvus Green-Ellis, the Patriots' leading rusher the last two seasons, signed with Cincinnati in March. Second-year backs Shane Vereen (injured much of 2011) and Stevan Ridley (5.1 yards per carry on 87 attempts) are the top candidates, though Danny Woodhead, veteran pickup Joseph Addai and undrafted rookie Brandon Bolden are also competing for touches.

Breakout player: Stevan Ridley, RB

New England had just five runs of 20-plus yards last season, but all of them came from Ridley. Just as it looked like he was picking up steam, he fumbled in the both the regular-season finale and AFC divisional round game against Denver, and the coaching staff sat him for the rest of the postseason. The coaches are hoping it's lesson learned for Ridley.

Bottom Line

The Patriots reached the Super Bowl XLVI despite having a defense ranked at or near the bottom of the league in almost every category. The major problems have been addressed, so the expectation is for measurable improvement.

The offense has been reloaded, Tom Brady is still at the top of his game, and Belichick the coach did a masterful job overcoming the mistakes of Belichick the GM last year.

All of which is to say: heading into camp the Patriots still look like the class of the AFC. They?ll use the preseason to refine the offense and bond the young defense to get everyone on the same page and play with a swagger that was lacking last year.

Prediction: First, AFC East

Talk of drones patrolling U.S. skies spawns anxiety

WASHINGTON (AP) ? The prospect that thousands of drones could be patrolling U.S. skies by the end of this decade is raising the specter of a Big Brother government that peers into backyards and bedrooms.

The worries began mostly on the political margins, but there are signs that ordinary people are starting to fret that unmanned aircraft could soon be circling overhead.

Jeff Landry, a freshman Republican congressman from Louisiana's coastal bayou country, said constituents have stopped him while shopping at Walmart to talk about it.

"There is a distrust amongst the people who have come and discussed this issue with me about our government," Landry said. "It's raising an alarm with the American public."

Another GOP freshman, Rep. Austin Scott, said he first learned of the issue when someone shouted out a question about drones at a Republican Party meeting in his Georgia congressional district two months ago.

An American Civil Liberties Union lobbyist, Chris Calabrese, said that when he speaks to audiences about privacy issues generally, drones are what "everybody just perks up over."

"People are interested in the technology, they are interested in the implications and they worry about being under surveillance from the skies," he said.

The level of apprehension is especially high in the conservative blogosphere, where headlines blare "30,000 Armed Drones to be Used Against Americans" and "Government Drones Set to Spy on Farms in the United States."

When Virginia Gov. Bob McDonnell, a Republican, suggested during an interview on Washington radio station WTOP last month that drones be used by police domestically since they've done such a good job on foreign battlefields, the political backlash was swift. NetRightDaily complained: "This seems like something a fascist would do. ... McDonnell isn't pro-Big Government, he is pro-HUGE Government."

John Whitehead, president of the Rutherford Institute of Charlottesville, Va., which provides legal assistance in support of civil liberties and conservative causes, warned the governor, "America is not a battlefield, and the citizens of this nation are not insurgents in need of vanquishing."

There's concern as well among liberal civil liberties advocates that government and private-sector drones will be used to gather information on Americans without their knowledge. A lawsuit by the Electronic Frontier Foundation of San Francisco, whose motto is "defending your rights in the digital world," forced the Federal Aviation Administration earlier this year to disclose the names of dozens of public universities, police departments and other government agencies that have been awarded permission to fly drones in civilian airspace on an experimental basis.

Giving drones greater access to U.S. skies moves the nation closer to "a surveillance society in which our every move is monitored, tracked, recorded and scrutinized by the authorities," the ACLU warned last December in a report.

The anxiety has spilled over into Congress, where a bipartisan group of lawmakers have been meeting to discuss legislation that would broadly address the civil-liberty issues raised by drones. A Landry provision in a defense spending bill would prohibit information gathered by military drones without a warrant from being used as evidence in court. A provision that Rep. Rush Holt, D-N.J., added to another bill would prohibit the Homeland Security Department from arming its drones, including ones used to patrol the border.

Scott and Sen. Rand Paul, R-Ky., have introduced identical bills to prohibit any government agency from using a drone to "gather evidence or other information pertaining to criminal conduct or conduct in violation of a regulation" without a warrant.

"I just don't like the concept of drones flying over barbecues in New York to see whether you have a Big Gulp in your backyard or whether you are separating out your recyclables according to the city mandates," Paul said in an interview, referring to a New York City ban on supersized soft drinks.

He acknowledged that is an "extreme example," but added: "They might just say we'd be safer from muggings if we had constant surveillance crisscrossing the street all the time. But then the question becomes, what about jaywalking? What about eating too many donuts? What about putting mayonnaise on your hamburger? Where does it stop?"

Calabrese, the ACLU lobbyist, called Paul's office as soon as he heard about the bill.

"I told them we think they are starting from the right place," Calabrese said. "You should need some kind of basis before you use a drone to spy on someone."

In a Congress noted for its political polarization, legislation to check drone use has the potential to forge "a left-right consensus," he said. "It bothers us for a lot of the same reasons it bothers conservatives."

The backlash has drone makers concerned. The drone market is expected to nearly double over the next 10 years, from current worldwide expenditures of nearly $6 billion annually to more than $11 billion, with police departments accounting for a significant part of that growth.

"We go into this with every expectation that the laws governing public safety and personal privacy will not be administered any differently for (drones) than they are for any other law enforcement tool," said Dan Elwell, vice president of the Aerospace Industries Association.

Discussion of the issue has been colored by exaggerated drone tales spread largely by conservative media and bloggers.

Scott said he was prompted to introduce his bill in part by news reports that the Environmental Protection Agency has been using drones to spy on cattle ranchers in Nebraska. The agency has indeed been searching for illegal dumping of waste into streams but is doing it the old-fashioned way, with piloted planes.

In another case, a forecast of 30,000 drones in U.S. skies by 2020 has been widely attributed to the FAA. But FAA spokeswoman Brie Sachse said the agency has no idea where the figure came from. It may be a mangled version of an aerospace industry forecast that there could be nearly 30,000 drones worldwide by 2018, with the United States accounting for half of them.

Fear that some drones may be armed has been fueled in part by a county sheriff's office in Texas that used a homeland security grant to buy a $300,000, 50-pound ShadowHawk helicopter drone for its SWAT team. The drone can be equipped with a 40mm grenade launcher and a 12-gauge shotgun. Randy McDaniel, chief deputy with the Montgomery County Sheriff's Office, told The Associated Press earlier this year his office had no plans to arm the drone, but he left open the possibility the agency may decide to adapt the drone to fire tear gas canisters and rubber bullets.

Earlier this year Congress, under pressure from the Defense Department and the drone manufacturers, ordered the FAA to give drones greater access to civilian airspace by 2015. Besides the military, the mandate applies to drones operated by the private sector and civilian government agencies, including federal, state and local law enforcement.

Reps. Ed Markey, D-Mass, and Joe Barton, R-Texas, co-chairs of a congressional privacy caucus, asked the FAA in April how it plans to protect privacy as it develops regulations for integrating drones into airspace now exclusively used by aircraft with human pilots. There's been no response so far, but Acting FAA Administrator Michael Huerta will probably be asked about it when he testifies at a Senate hearing Thursday.

Even if the FAA were to establish privacy rules, it's primarily a safety agency and wouldn't have the expertise or regulatory structure to enforce them, civil liberties advocates said. But no other government agency is addressing the issue, either, they said.
